Briar grew up in a small family in Pahokee, Pennsylvania. Since the global oil crisis, she has become the leader in her household, and a mother-figure to her young half-sister, Sally. She has been secretly dating her classmate Sarah Hammond for several years now. She was a paperboy for her town’s newspaper before the oil crisis, but when locals ran out of gas, she turned her bicycle route into a food delivery service, delivering rations to townspeople for a fee. She calls her business, and the kids who ride with her, the Pahokee Riders.

Sarah and Briar have been dating for over five years; they met working on the same newspaper route before the oil crisis. Sarah with her abusive father and alcoholic stepmother, in a trailer park at the edge of town. She helps out with the Pahokee Riders, but has always had dreams of leaving Pahokee behind and starting a fresh, new life.

Valerie, preferring to go by “Val”, is a territorial sales representative for Vero Oil Company, working on commission. She attempts to make deals with towns and home owners to construct new oil wells to turn a profit. She is currently working with the Pahokee Police Department in order to sway the townspeople in her favor.

Donahue joined the force in his twenty's, in a town called Indian Head, not far from Pahokee, the son of plumber and a grocery store clerk. He and his wife Sadie have been raising their young daughter Ruby in the height of the oil crisis. When Val Simpkins of Vero Oil comes to town, and approaches the chief about a deal between PPD and Vero to provide protection, Alan is excited by the raise in pay, but it doesn’t take long for him to suspect that there is something off about Simpkins and the Vero Oil company.

Briar's younger half-sister, Sally wants desperately for Briar to see her as competent and heroic, the same way Sally sees her. She’s been trying to beg Briar to become a Pahokee Rider for years now, but Briar has always insisted Sally was too young. Now that Sally is about as old as their youngest members, she sees this as her chance to finally prove herself.

Josie grew up in Pahokee, and before the oil crisis, she was a receptionist at a local UrgentCare, providing for her foster family of four. Josie is resentful of Briar and the Pahokee Riders, as well as guilty that she has been unable to find and keep a job to support her family since the crisis, and so when her youngest, Earl, goes missing while on one of Briar's deliveries, she demands Briar's help in tracking down her son.
